Spawn could mean a few things:
1) Camping at spawn and killing noobs who join (or just other players in general)
It's often arranged as a fun PVP thing, and is allowed. While I consider killing people who just joined for exp something to look down upon, it's within the rules (do it too much though and you may be warned/banned).
2) Camping at a faction spawn
Completely allowed. Exp is nerfed near their spawn anyway, and it's their fault for having a crappy spawn that can be easily invaded.
3) Spawn killing a friend for free xp
This is nerfed, and therefore is not a huge problem. However, if it's obvious that the guy is your friend, this will result in a warning, followed by 1 day/ 7 day /month bans.
